Arnold Baer

Arnold Baer is the director of state affairs for HSUS. Previously, he has served as HSUS's director of field services and the special initiatives director.

In June 2010, he responded to HumaneWatch criticisms of HSUS with an opinion piece in the Greene County Daily Mail, in which he wrote: "We are confident that our supporters understand that local humane organizations operate independently of any national organization, and that they also understand the need for a national organization to tackle problems like dog fighting, puppy mills, and other cruelty from a national perspective. Sometimes that requires lobbying, and we do that work with great efficiency, as do many charities. Our lobbying expenditures amount to less than five percent of total annual expenditures."
