Nikolas Gour is a campaigner for the Canada chapter of Humane Society International (HSI), based in Montreal.
In October 2009, Gour was working on passing more rigorous animal-rights laws through Quebec's Ministère de l'Agriculture, des Pêcheries et de l'Alimentation. One of those proposals would add a tax on pet supplies to raise money for police enforcement of animal-rights laws. "Laws are meaningless without enforcement," he said. "Quebecers want to see stronger laws for animals, and our poll shows they overwhelmingly support contributing financially to the enforcement of those laws."
